
Ethical Vision
To improve adult social care, we need a clear and simple plan. This plan should help people live good lives and support our community, economy, and environment. In England, there are rules that promote social value, especially under the new Procurement Act 2023, but how they are used can vary.
It means:
- Fairness: treating everyone fairly and with respect.
- Good Care: helping people live happy, healthy lives.
- Community and Environment: protecting our local area and nature.

Ethical Vision Principles
PRINCIPLE: If I feel that something would not be good enough for me or my family, then it is not good enough for the people I support.
- I will always treat others the way I want to be treated.
- When I receive help, I will treat my helpers the way I want to be treated
- I will speak out if I see that care is not good enough.
- I will do everything I can to help others feel well and secure, and I will support them if they have concerns about their care.
PRINCIPLE: No Decision About Me, Without Me
- I can plan my care and support with people who know and care about me.
- I know my rights and the choices I have about my health, support, and where I live.
- If I cannot make decisions for myself, I know that my family or friends will be included in decisions about me.
- We make sure that support plans are written with the person and explain how they can join in local activities that matter to them.
- We welcome new ideas for using personal budgets in different ways.
PRINCIPLE: We want to support people to be themselves.
- We talk with people about where and with whom they live, and about their support. We know this is important for everyone’s health and happiness.
- We ensure people have the information, advice, and support they need to decide what is best for them.
- We make sure that other local organisations know what we do and how to contact us.
- We make sure people have the correct equipment and technology so they can be more independent and feel safe and happy in their own home.
PRINCIPLE: Excellent Care means being looked after by people with the right skills, in the right place, at the right time, and within the right culture.
Right Support
The care and setting should give people choice, control, and independence.
- My family and my paid care or support staff get the help they need to support me to live in the community.
- I receive good care and support from regular health services.
- I can access specialist health and social care support in my community.
- If I go to hospital for assessment or treatment because my care needs cannot be met in the community, the care is of high quality, and I do not stay any longer than necessary.
Right Care
Care should be centred on me. It should respect my dignity, privacy, and human rights.
- I have a choice about where I live and with whom.
- I have a good and meaningful everyday life.
- My care and support is focused on me; it is planned, proactive, and well-coordinated.
Right Culture
The way leaders and care staff behave should make sure that people using services feel confident, included, and empowered.
- I am supported by people who value me for who I am.
- I am listened to, and this is clear in the way my support is provided.
- We value people for who they are.
- We do not guess what people can or cannot do. We always support them in making their own choices.
It is everyone’s business to be clear about what we can and cannot do, to be open to questions and feedback, and to work together to improve care for everyone.
